Twic East 5th National Reunion     Twic East Community of South Sudan (TECOSS)                    The Twic East Community of South Sudan in the United States of America is hosting ITS 5TH National Reunion in Nashville, TN and to celebrate the independent of the republic of South Sudan in July 2011.     We are extending our invitation to all communities under Twic East County around the globe and particularly to our members residing in North America.  Twic East community of South Sudan icon speakers included Twic East County Commissioner and Twic East Minster to the Parliament in the government of South Sudan.  1.     Mr. Dau Akoi Jurkuch: (Twic East Commissioner) 2.     Mr. Deng Dau Malek: (Twic East Minister to the Parliament of GOSS) 3.     Mr. Garang (Majomorr) Chol: (Famous Musician in Sudan from Twic East County) Our guests of honors invitation are confirmed and they are coming direct from Juba to the United States for this occasion. Please join us to help in welcoming our representatives to Twic reunion of 2011.  The theme for Twic East communities getting together is to recognize the birth of the Republic of South Sudan.  Twic East County is a self-important homeland of many heroes included the first President of South Sudan Dr. John Garang de Mabior.    Twic East Community is celebrating with graduates from universities, communty colleges and High Schools in North America.  After all, Twic East Community leadership change for the Central office is compulsory. Twic East County Police Establishement   ESTABLISHMENT OF A POLICE COMMUNITY                   PROPOSAL FOR THE ESTABLISHMENT OF POLICE COMMUNITY PREPARED BY TWIC EAST COMMUNITIES LEADERSHIP COUNCIL –USA JANURAY 10TH, 2012             SUMMARY The Twic East Community is a union of Twic East citizens organized into Sub-Communities within the States of USA. There are Twic East sub-communities organized in some States in the USA that operate its mission of promoting cultural identity, search for sustainable development opportunities, connect with its citizens and address their needs such as education, health services, social service, and culture development. The community's vision is to promote unity within Twic East community globally. In South Sudan, Twic East County had been facing countless death, kidnapping of children and cattle raiding since the signing of the comprehensive peace agreement in 2005.  Our peoples’ hope is in despair because of this constant insecurity in the area.  People are now migrating into towns where they cannot find any employment within the country.  Some people are also migrating into neighboring countries like Ethiopia, Kenya and Uganda where they are facing a lot of difficulties. The remaining population is in great fear of insecurity.  The majority of the people left in the area are no longer cultivating their crops because of insecurity which also brought starvation to the entire people of Twic East County as well as many other areas in Jonglei State.  Among the victims are school children whose studies are inconsistent. They are kidnap on the way to schools, and their schools are frequently closed. We whole-heartily believe that we can change the course of our current struggles if we can gather the resources necessary; we can easily accomplish the following; Ø  Address and aid the security operation.  Ø  Form partnerships with local law enforcement agencies Ø  Contributes to Community Development Ø  Ensure that displace people move back home Ø  Mobilize ordinary citizens and spell out individual roles Ø  Provide basic services such as education, health services, social service, and cultural development Ø  Retool and revitalized agricultural sector  With the above points in mind, we can transform our community and position it for success both now and in the future.  It is with this motivation that we call on donors, friends and the ordinary citizens of Twic East County to join hands together for our tomorrow while building on the present. We believe these can be accomplished with the right commitments.   INTRODUCTION To aid in the security of Twic East County, the residents of the area are fully committed to help ensured that there is ample security.  More and more people are being displaced in wave and this is unacceptable for our children future.  Insecurity limit productivity and therefore, hunger become prevalence every year because farmers are unable to freely cultivate their farms. It is a tragedy of great caliber to continue in the path that we find our community captivated in a free country that we have greatly contributed to since the struggle began. They are constantly in fear due to lack of security apparatus.    First: As people of Twic East Community in the United States, stability is one of our goals.  We need our people to live a normal life every human being has which is why we are willing to propose any solution to stabilize the situation. We propose that our county should have a police community to save people lives, protect properties, and create stability in the county. The reason of our proposal is that the young government of South Sudan has fall short of budget to fund the police community and we cannot wait while our people are dying. We need every Twic East member in Diaspora and at home to help with the cause of citizen protection. Second: As people of Twic East County, we need our people returned homes from Ethiopia, Kenya, and Uganda.  They majority of the people in Ethiopia, Kenya, and Uganda are jobless and they cannot support themselves. We believe that it would be necessary to bring them home to farm and establish their lives. Third: We are expected to register 1000 capable participants in time and would like to raise awareness among ourselves in order to increase the number of participants on a continuous basis.  Forth: The cost is projected at $120,000 annually which translates to $10,000 a month.  With those figures in mind, each participant is expected to contribute $120 a year and that figure could be less if the number of participants increased overtime.  These estimates and projections can help contained the cost of providing security in the area. Fifth: We propose a total of 200 policemen for the time being distributed evenly among the 5 payam of Twic East County which translate to 40 police officers per payam.   Sixth: Each police officer shall received $50.00 per a month with the potential of being revised upward or downward depending on the plan.   ANALYSIS AND ASSESSEMENTS In preparing this proposal, we are aware of the strengths, weaknesses, opportunities and threats in Twic East County.  We are people of share values, interest and bound by common identity with a desire to live in peace and harmony with our neighbors.  We do so knowing that peaceful co-existence is essential for the survival of the present, and the future generation. As suggested on the proposals mention in proceeding sections, refer to the table below for virtual figures; Refer to the table below; We arrived at the numbers by estimating that we need $120,000 a year to support the program which translates to $10,000 a month. The participants are estimated to be 1000 and each person is expected to contribute $120.00 a year which can also be said in monthly term of $10 a month for simplicity. This give as a total of (12 x 1000 x $10) equals $120,000 annually.  Twic East County population is estimated according to 2008 census as 85,400 people that is roughly 427 persons per 1 police office an amazingly high figure.   CONCLUSIONS Our help will be strictly there to improve the security situation and returning people to normal lives where families will be able to provide for themselves.  Farming activities must resume so that people can sustain their way of lives in the long run. In order to conquer the insecurity endemic, the citizens of Twic East around the World are calling for partnerships and corporation by making pledge to put the issue of insecurity to rest in our homeland. Since the CPA emergent, the area has seen untold brutalities in the hands of the neighboring tribes who for one reason or another have been raiding cattle, abducting and killing people non-stop. People have continued to lose lives. It is the duty of each person in the county to contribute to the eradication of insecurity one and for all. We will partner with the local law enforcement agencies and assess the needs and where we can be effective in striking this constant fear that have left communities unproductive every year.  Our people must return to normal live where they equally must share in the development of our country. We are also asking good heart person, and organizations to help us protect our people.  We welcome every contribution, clothes, shoes, food, and money and school materials as well. Finally, we call our people, volunteers, friends of Twic East Community and anyone who loves peace and harmony to help us fund these programs to succeed to save lives.
